[Sharjah, 09 -11/02/2020] The third Global NCDA Forum: Bridging the Gap hosted by NCD Alliance and International Friends of Cancer Patients with almost 400 delegates from CSOs working in public health, environment and climate change area, and people living with NCDs in 85 countries. The first Global Forum in 2015 focused on the then-forthcoming Sustainable Development Goals. The second, at the end of 2017, looked ahead to the High-level Meeting on NCDs at the UN General Assembly. This year, the theme is ‘Bridging the gap’: how to translate the global commitments into national and local action, where we all live and work and play. His Royal Highness Sheikh Dr Sultan Bin Muhammad Al Qasimi, Member of the Supreme Council and Ruler of Sharjah, UAE, officially opened the Global Forum.
The Vietnamese delegation attended the forum with three representatives: Mrs. Nguyen Thi Khanh (Director of GreenID); Mr. Mai Phan Loi (Chairman of the Media for Educating Community Center – MEC); and Dr. Phan Vu Diem Hang (Head of the Secretariat of the Vietnam network for the Voice of Non-communicable Diseases Patients- PNCDs-VN).
The Forum provided a prime opportunity to unite and mobilise NCD civil society to monitor governments’ progress and advocate for action to implement global pledges five years ahead of the next UN HLM and the 2025 date for globally agreed NCD targets. In 3-day-conference, participants discussed solutions to narrow the gaps of setting goal for NCDs at global, regional and country level through 3 sub-themes:
At the rewarding and closing ceremony, NCDA President Todd Harper highlighted the critical role of civil society to stimulate equitable progress by 2025 and 2030: “Here in Sharjah, we took critical steps as a movement to identify how we can accelerate implementation of life-saving and transformative policies; and how to strengthen our movement to deliver change”. Earlier, Mr. Harper presented the Sharjah Awards for Civil Society Excellence 2020 to the Vietnam NCD Prevention and Control Alliance, the Slovenian NCD Alliance and the Healthy Caribbean Coalition. “Today, I would like to anounce the winner for the category Saving lives through transformative policies and solutions is Vietnam NCDs Alliance for the Advocacy for a law on prevention and control of alcohol-related harm.”
On behalf of NCDs-VN, PhD. Phan Vu Diem Hang received the award and made a short speech: “We are pleased to attend the Global NCD forum and to receive this award. This is a precious prize because our efforts has been recognized by the international community. This is also the first time the voice and scientific evidence of CSOs have been listened and accepted by the Government and lawmakers in the Law on prevention and control of alcohol-related harm. The passage of the law saves lives and relieves pain for so many people. This is a great encouragement for the NCDs-VN alliance to continue our work to support people living with NCDs as well as non-communicable diseases prevention, especially alcohol related harm prevention in Vietnam. ”
The Sharjah Award for Civil Society Excellence was initiated in 2017 to reward initiatives of CSOs in NCDs prevention activities. Award recipients were judged by an independent advisory committee to have the best case study focused on one of the Forum’s three sub-themes based on 4 criteria: Coordination, Resourses, Inovation), Replication.
The third Global NCDs Forum also acknowledged the efforts and achievements of NCDs-VN in tobacco and alcohol control, especially in the Advocacy for a law on prevention and control of alcohol-related harm. The case study on “Countering industry tactics on the passage of the alcohol control law” of NCDs-VN was published on NCD Atlas – Bridging the Gap on NCDs through Civil Society Action: Initiatives from National and Regional NCD Alliances. In addition, 11 case studies of initiatives that have helped or are helping to bridge the gap towards meeting national, regional and global targets are presented under three categories – advocating and adopting transformative policies and solutions, building NCD social movements, and enhancing accountability mechanisms.
Also in this Forum, Mrs. Nguy Thi Khanh played as co-host of the Workshop session on Planetary Health Action Dialogue: Connecting the climate and NCD movements to take on global emergencies and had a presentation on NCD-VN initiative tackling climate, energy and air pollution.
