“When Thuy Tinh left the sea” or A message for the Amended Environmental Protection Law 2020

On April 1st, 2020, representatives of RTCCD Organization and NCDs-VN Aliiance attended an online meeting to contribute other civil society organization’s suggestions for the Amended Environmental Protection Law 2020.
The Amended Environmental Protection Law 2020 is approved by the Ministry of Natural Resources and Environment developed and submitted to the Government for comments. In February, 2020, organizations and alliances in health and environment includes Vietnam non-communicable diseases prevention alliance (NCDs-VN) in particular sent two petitions to the Ministry of Natural Resources and Environment to provide comments for amending the law.
On April 3rd, 2020, MEC held “When Thuy Tinh left the sea” or messages for the Amended Environmental Protection Law with the participation of both domestic and international experts in health and environment to give critical opinions for the the Amended Environmental Protection Law 2020 on March 12th, 2020 towards sustainable development and public health protection.

Representatives of RTCCD have proposed the Drafting Committee to follow the principle of “polluters pay” and have regulations on imposing tax and fees on companies and factories causing the environmental pollution. The tax and fee imposing has two main purposes: encourage polluters reduce the amount of waste/emissions released to the environment and increase revenues for the Government’s budget through applying environmental damage costs in products’s cost; request businesses to be more responsible for conpensation for environmental and health damage to people in polluted areas caused by those enterprises. Moreover, the drafting needs to have regulations on rights and obligations of CSOs: enhance the roles of independent experts, scientists, other civil society organizations in monitoring the implementation of the Amended Environmental Protection Law 2020.
