On December 10th, 2015, The Evidence- based Health policy development advocacy Coaliation (EBHPD) held a Conference to sum up all the activitivities in the first term (2014-2015), marked as two-year path of being officially put in operation in Vietnam.
The Evidence- Based Health Policy Development Advocacy Coaliation (EBHPD) was established in the end of 2013 that based on the initiation of Research and Training Centre for Community Development (RTCCD) and officially launched on January, 2014. This coaliation assembled individuals, organizations who are not discriminated on ground of social class, have cooperated to advocate for forming Health policy in Vietnam.
After two years of being established, EBHPD has implemented numerous researches building evidences and media engagements for health policy advocacy with three IBPs including advocating for the amendment and implementing the amended Health Insurance Law 2014, advocating for the amendment of Child Law and Chrysler ban in Vietnam towards 2020 along with some notable achievements that create profound impacts on people’s lives.
Besides, Coalition also implements projects varying from advocating for the innovation in Healthcare system, improvement in Healthcare service, prevention the non-communicable diseases and development in preventive Health Service.
EBHPD has acquired the prestige in policy advice and Healthcare system development in Vietnam with National Assembly, Government’s Unions and Departments and Vietnamese Fatherland Front as well as international and social organizations.

Analysing the country’s situation in new era, Dr. Tran Tuan, Head of EBHPD’s Action Standing Committee said that the country’s situation from 2016 to 2020 required a significant transform in legal environment relating to community health care and healthcare system; through that emphasizing the independent organizations of scientific research in advocating for Health policy and supporting people in approaching the healthcare right.
Conference was took place ebulliently with opinions, suggestions from EBHPD Coalition’s members, national assembly’s members, representatives of Ha Nam Fatherland Front and representative of Oxfam UK, the EBHPD’s projects sponsor. The majority believed that evidence-based health policy advocacy which collects the data, outcomes of fieldwork in local level to persuade leaders at central level is proper and suitable orientation for the developed trend of society.
However, representatives also criticised for some shortcomings EBHPD Coalition needs to overcome in the next term such as improving media skills, be more flexible policy advocacy, expanding and firmly cooperating with other organizations and Coalitions to achieve high efficiency in health policy advocacy in the near future.
In this conference, the EBHPD’s members reached consensus on appointing RTCCD as the coordinating organization in the second term. Representatives also discussed about coalition’s operating regulations, elected new positions in Actions Standing Committee and agreed on the action strategy in the next term and the action plan in 2016.
