In the afternoon of 12th June, Deputy Minister of Health Pham Le Tuan chaired the meeting in building basic health service package in health insurance. Participants are the leaders of Ministry of Health, leaders of Vietnam Social Insurance, leaders of Strategic Studies Institute of the Ministry of Health, representatives of technology assessment programs and medical interventions of Thailand’s Ministry of Health (Health Intervention and Technology Assessment Program-HiTAP), Lux-Development organization and project No VIE/027 to support health care policy for the poor in Cao Bang-Bac Kan province. Representatives of EBHPD are Doctor. PhD. Tran Tuan and Doctor Nguyen Trong An.
n workshops related to health insurance amendment draft earlier, Phd. Tuan Tran and MA. Nguyen Trong An had presentation on the role of the basic health service package in health insurance with the Ministry of Health and related parties.
Speaking at the meeting, Dr. Tran Tuan noted four key issues:
1. Building basic health service package in health insurance is mainly an evidence-based policy development research, especially the study of cost-effectiveness that needs the involvement of many parties.
2. Set up a task-force team, build and execute the basic health service package according to targeted groups (women, children, elderly …), and assemble these particular packages to make the overall package.
3. Procedure should be started by identifying targets and making plans following RMAF to show the clear consequence to be achieved for each stage from now to the end of 2014.
4. The Lux-Development project on basic health service package should be considered as a case-study reference, and the taskforce group of Ministry of Health should have a critical view and shouldn’t scale up the project yet.
To conclude the meeting, Deputy Minister Pham Le Tuan agreed with the ideas raised by EBHPD representatives, which stressed the importance of the involvement of parties and EBHPD / RTCCD continues to be a major component of the taskforce group.
